Since this is a fully developed market, not much vacant land is available for first-time filing. Almost all of the land in this market is sold, and houses are resold. This report will go through the different parts of the community, the sizes of the available plots of land, the house listings and the rentals, the facilities, the master plan development, the verification process, and a checklist of things you need to do to prepare to purchase.

Phase 4 is situated on the Ghazi Road end of the DHA Lahore corridor and is adjacent to Phase 3. Some of Phase 5 is also near Phase 4. It borders Sector S of Phase 2 and Sector Z of Phase 1. The National Bank Officers Cooperative Housing and Punjab Cooperative Housing Societies are elevating and settling the area with their presence along its southern boundary.
That central position is really the phase's biggest selling point. You can get to LUMS, Packages Mall, and the Ring Road's Adda Plot interchange in a short drive, and you're still close to older commercial hubs like Y-Block in Phase 3.
A few things worth knowing about the location:
One caveat: exact travel times move around a lot depending on traffic and which block you're actually in, so treat the above as a general sense of the area rather than something you can time to the minute.

Anyone planning to build in Phase 4 needs to work within DHA Lahore's construction regulations, and a couple of these rules are specific to the older phases like this one. The maximum building height in Phases 1 through 4 is capped at 30 feet from road level, five feet lower than the 35-foot limit allowed from Phase 5 onward. That's because Phase 4, along with Phases 1 to 3, sits closer to Allama Iqbal International Airport's flight path, so DHA keeps building heights lower here for aviation safety reasons.
A few other rules worth knowing before you build:

The master plan outlines DHA's disciplined approach for other phases of Lahore. Ten residential sectors, AA through KK, are placed along planned roads and green belts and are provided with a CCA commercial block and smaller service areas of FF CCA and an area called Civic Commercial. Sector DD has been planned for high-rise development, with the Goldcrest Mall and Residency as anchors. Every sector has distinct parks, of which HH has a planned park of its own, as well as at least one planned mosque located within walking distance. The LESCO grid station in Sector EE and the underground electrification of the phase is a well-planned layout for the time period.

DHA Phase 4 is a mature, established property market, so its investment profile is generally different from newer, developing phases.
DHA Phase 4 offers a well-established environment for families, with everyday facilities and services within easy reach.
Commercial property in DHA Phase 4 benefits from established residential demand and active commercial areas. Key factors include:

Before you finalise anything in Phase 4, make sure you've covered:
Before buying property in DHA Phase 4, verify the property and seller through DHA Lahore’s official records. Key checks include:
|
Charge Type |
Typical Rate |
|
Stamp Duty |
Around 1% of the DC (Deputy Commissioner) value |
|
CVT (Capital Value Tax) |
Around 2% |
|
Advance Tax (Filer) |
Around 3% |
|
Advance Tax (Non-Filer) |

These rates change periodically with FBR budget updates, so treat them as a general guide rather than a fixed quote. You should confirm the current figures with DHA or your dealer before finalising a transaction.
Going through a DHA-registered dealer like Daaclay takes a lot of the guesswork out of this, as they can walk you through each step and make sure nothing gets missed.
Since Phase 4 sits sandwiched right between these two, buyers often compare it directly against its neighbours rather than the newer phases further out.
