Construction Rules & Bylaws in DHA Phase 4

Anyone planning to build in Phase 4 needs to work within DHA Lahore's construction regulations, and a couple of these rules are specific to the older phases like this one. The maximum building height in Phases 1 through 4 is capped at 30 feet from road level, five feet lower than the 35-foot limit allowed from Phase 5 onward. That's because Phase 4, along with Phases 1 to 3, sits closer to Allama Iqbal International Airport's flight path, so DHA keeps building heights lower here for aviation safety reasons.

A few other rules worth knowing before you build:

  • Basements are allowed, but only single-storey basements are permitted on residential plots.
  • On a 5 Marla plot, the first floor can cover 100% of the ground floor area; on 10 Marla, 1 Kanal, and 2 Kanal plots, the first floor is capped at 75% of the ground floor's covered area.
  • The boundary wall can't exceed 7 feet in height (plus up to 2 feet of electric wire fencing on top, with a neighbour's NOC)
  • Construction must begin within 3 years of taking possession, and once started, must be completed within 2 years, or the owner needs to seek fresh approval from DHA.
  • Building plans need DHA approval before construction starts, and DHA inspectors can check the site at various stages without prior notice.
